A documented two-stage procurement process supported the appointment of a professional-services panel and the selection of personnel from that panel.

The challenge
ESB International needed a panel and personnel-selection process that met South African public-sector and state-owned-enterprise requirements.
The process had to combine technical and commercial evaluation, B-BBEE considerations and a complete documentary record.

- Designed and implemented evaluation criteria and scoring for appointment of the professional-services panel.
- Designed a second evaluation scheme for selecting personnel from appointed panel members.
- Supported technical and commercial evaluation through to final selection.
- Provided advisory, guidance, oversight and assurance across successive process iterations.
