The challenge
BANKSETA needed independent review of tender and RFQ transactions before award, measured against legislation, internal SCM policy and approved processes.
The assignment also had to address complaints, alleged irregularities, difficult evaluation questions and urgent transactions without compromising fairness.
Bareki's role
- Reviewed tender and RFQ transactions before award to identify and correct non-compliance.
- Reported to SCM, the CEO and the Tender Board subcommittee on compliance, weaknesses and control improvements.
- Advised on fair evaluation methods, relevant court judgments, negotiations and clarification sessions.
- Conducted ad hoc reviews and investigations arising from complaints or allegations of irregularity.
